Establishment of the Investigation, Verification and Remediation Guidelines for Dense Non-Aqueous Phase Liquid Contaminated Soil and Groundwater Sites

Three major work items have been accomplished in this project: 1. Draft of preliminary screening investigation, verification, confirmation guidelines for Dense Non-Aqueous Phase Liquid (DNAPL) contaminated soil and groundwater sites Referring the relevant document and guidelines from foreign countries, the engaged consultants drafted preliminary screening investigation, verification, confirmation guidelines for DNAPL contaminated soil and groundwater sites. The contents of the guideline included the principles of planning soil and groundwater sampling locations, the application of Triad System, the sampling and analysis methods of expedited site investigation and assessment, the key notes of quality control and quality assurance for field sampling and analysis, the collection and security of document proving the polluter’s legal responsibilities and liabilities, the principles of planning verification investigation based on the results of expedited site investigation and assessment, the responding actions toward the investigation results influenced by the polluter’s remedial actions, the guideline and sample of investigation proposal and report. The guidelines can provide the officers in local Environmental Protection Bureaus, polluters, and pollution interested parties understanding of the relevant DANPL investigation technologies. The officers and polluters are accordingly able to enhance the site investigation work and take subsequent remediation actions. 2. Draft of guidelines for selection, design criteria, and necessary notes of remediation systems for DNAPL contaminated soil and groundwater sites. The engaged consultants compiled the regulations and management systems for Dense Non-Aqueous Phase Liquid contaminated soil and groundwater sites from foreign countries and drafted a guideline for selection, design criteria, and necessary notes of remediation systems for DNAPL contaminated soil and groundwater sites. The guidelines included the introduction, applicable environment media, advantages and disadvantages, impacts on environment, the case study in Taiwan and foreign countries, necessary equipment and monitoring system, cost analysis, remediation work schedule, and the introduction and comparison of regulations and management systems by foreign countries. The guidelines can help the officers of local environmental protection bureau to examine the pollution control plan, pollution remediation plan and management the schedule of remedial work. Beyond the officers, the polluters and pollution relating parties can also understand the concept of remediation work and expedite the remedial actions. 3. Conducting conferences for project outcomes and assisting EPA to execute relevant works During the project period, two expert-reviewing meetings and two conferences for project outcomes were held. The engaged consultants also participated and assisted EPA on several relevant works, including “the Subsequent Works of the Former Cathay Plastics Plant Investigation Project”, “the Seminar of Project Directors for EPA Engaging Projects”, “the Conference of In-Situ Chemical Oxidation at Soil and Groundwater Contaminated Sites”.
